Have you not looked in the TM1 Tools VBA at the function which "exports to Excel" a rollup? It is done there with Excel grouping and style formatting. But the logic of which level and nesting the groupings is all there and works.

Just because -- and // work in native SSAS doesn't mean it will work in TM1. Yes TM1 supports MDX, but this doesn't mean it supports every nuance that Microsoft's implementation does.
As long as /* comment */ works then what, if any is your problem?

How long are the comments? TM1 rules only have a first character of line # comment indication, like -- in SQL. I would also use some client tools to connect to the database but if you only have TI then use it. "Only having TI" is a very rare if ever occurrence. There are numerous lightweight SQL IDEs which don't require install. And in those very locked down environments such as large banks I can't imagine ...
