Do you have a DimensionSortOrder statement directly before the DimensionDeleteAllElements statement? Than you're probably caught by this bug...
In that case reversing the order of the statements would solve the issue.

What it SHOULD say is only the user owning the lock ( OR any member of the Admin group) can release the lock. Hi, We are using IBM Cognos for Microsoft Office and after installation, it asks for Namespace, Username and password. Within one security group most restrictive right wins - unless you're using cell security, which works as an 'overlay' and takes precedence over everything. When you're member of multiple groups, your access rights will be a join of the rights of the various groups, where the least restrictive wins...
