What does it do with the parameters not specified? If it uses the Default values specified when building the TI process then I don't think it's necessarily a bad thing. It makes the variables optional, like in VBA where you don't have to supply things if you just want the defaults to apply. However ...

Not Cognos Express, but I've installed vanilla TM1 10.1 on Server 2012 without any problems. It should work, but if you have any problems then you won't be supported by IBM.

Ditto to the request for the full code but from your description of the problem I would hazard a guess that you have a counter that isn't incrementing correctly, or perhaps you're using the wrong counter in the wrong place.

You can use IF's on DBRWs only if you want read only information. If you want to type the value over the DBRW formula and send it back to TM1 then it will not work.
