If you like to pass on security to another non-technical user but restrict them from changing any settings like adding more users than allowed or editting the max connection. Is there anyway to do this to be able to restrict these changes.
To ensure that the allowed license & connection is followed as set by IT.

You can write TI processes that do what you want them to do - e.g. set user access.
The users will be able to execute the processes, but not control what is in the process - apart from the parameters that you allow them to specify values for at run time.
