Not sure I understand the question either as what exactly is meant by "creating cubes in Excel"?
With administrator privileges this can be done quite easily in Perspectives server explorer (the TM1 add-in for Excel). Just right-click "cubes" and select "create new cube". In my definition this would qualify as "creating a TM1 cube in Excel."
