BI 8.4 Security problem

I'm not sure if anyone can help but I thought I'd try posting here before I get into fun and games with IBM support....
I'm running B.I 8.4 on top of MS Active directory.
We've got cognos groups set up and I've assigned an AD users to the group.
I've then set permissions to a folder so only that group can see the folder.
My problem is that the security seems to be ignored and everyone can see the folder.
I guess there's a simple 'switch on security' flag somewhere... but I can't find it.
If it helps, we are running 8.3 at the same time and security works fine there. I can't figure out what's set up differently.
I wish I'd tested this before our installation consultant left.
