ExcelReport.bin keeps getting locked

Hi,
The ExcelReport.bin file in our TM1 Web server keeps getting locked for some reason due to which we are getting Operation failed error whenever we try to open an application from TM1 Web. Everytime we are forced to login to the server, stop the IIS and Excel services and delete the contents from ExcelSheet directory and start the services to create everything afresh.
Could you please tell me how and why this lock occurs? And what should I do to avoid this?
