This is beautifully simple & utterly stupid as far as bugs go.
1. Service B is an identical copy of Service A.
2. Services are running 9.5.2 on separate Windows 2003 32bit servers.
3. The default view on Cube A is open in the cube viewer in service A.
4. Admin right clicks Cube A in service B, selects “Unload Cube”.
TM1 erroneously reports “Cannot unload the cube ‘Cube A’ because one or more views of this cube are open. Please close all views of this cube and try again”.
TM1 is only checking the name of the cube when views are open, not the server as well. When developing or bug fixing models it is quite common to want an original cube view open from one server while comparing the affect of amendments in another. If feeders are being altered it is best practice to unload / reload the cube to ensure the correct results, this bug means you have to constantly close & reopen the view on the unchanged server.

Server Confusion on Cube Unload
If this were a dictatorship, it would be a heck of a lot easier, just so long as I'm the dictator.
