It's not (or shouldn't be) disabled. Go to the "User Control Panel", the "Profile" tab, then look for "Edit Avatar" on the left hand side. You can upload your own.

What was the exact message that you got? The functionality is enabled, though you can't use remote avatars. (Ones which exist on another web site rather than being uploaded.) Also we have a file size limit of 10144 bytes and the image has to be between 20*20 pixels and 90*90 pixels.
