In the Security > Clients/Groups option, you can see who is active (logged on) at any point in time.
Or you can use tools like TM1 Top or Operations console or other.
Normally you would adjust/create rules in a development environment. After testing, they would be migrated to the production model with associated (limited) downtilme. If you don't have a development environment, then you will need to save the rules and warn the users of expected downtime / no activity in TM1.

I recall a post but cannot track it down, suggesting that a good way to lock CAM/AD users out while work is going on is to change IntegratedSecurityMode from 5 to 1. This TM1S.CFG is dynamic in PA 2 at least (not I believe in TM1 10.x)
