How should I do it? I want to modify the rules without anyone using TM1.

Modifying rules and user entry data will cause a lock conflict, resulting in server failure.
so,
Does TM1 have maintenance mode?
or
How to get users who are using TM1

Is there any good way?

In the Security > Clients/Groups option, you can see who is active (logged on) at any point in time.
Or you can use tools like TM1 Top or Operations console or other.

Normally you would adjust/create rules in a development environment. After testing, they would be migrated to the production model with associated (limited) downtilme. If you don't have a development environment, then you will need to save the rules and warn the users of expected downtime / no activity in TM1.

I recall a post but cannot track it down, suggesting that a good way to lock CAM/AD users out while work is going on is to change IntegratedSecurityMode from 5 to 1. This TM1S.CFG is dynamic in PA 2 at least (not I believe in TM1 10.x)

Good idea to set up the admin password first of course :)
