In the document titled Applix TM1 Web, TM1 9.0 SP2, List of Supported Features, it's stated on page 17 that one of the supported features is Custom number formatting. In fact, formatting by rounding to thousands or millions with a specified number of decimal places does not work.

If the value is 1,525,823 in Excel, and you format it using #,##0.0, as the format code, you get 1,525.8 in Excel. In TM1 Web, you get 1,525,823.0.

Current Status (September 2008) Fix promised in 9.1 SP3 U3, release date to be determined.
