Cognos 10 install failure

Good Day.

I have installed Cognos 10 64bit on a few servers and local laptop and all are running without much issue. However, on one particular server it fails to start up Configuration Manager with the follwing error:
cogconfigw.exe - Unable to Locate Component
This application has failed to start because icuin40.dll was not found.....
I have done a comparison between all servers and the files are in fact there and in correct paths.
I have re-installed. This has made no difference.

Spec:
Windows Server 2007 SP2
Cognos 10.1.0 X64.

Any ideas

Problem found in the install files. These files corrupted while being copied across servers.
Re-copied files, re-installed.
