Do you have a DimensionSortOrder statement directly before the DimensionDeleteAllElements statement? Than you're probably caught by this bug...
In that case reversing the order of the statements would solve the issue.

What it SHOULD say is only the user owning the lock ( OR any member of the Admin group) can release the lock. Hi, We are using IBM Cognos for Microsoft Office and after installation, it asks for Namespace, Username and password.
