Usually, you should ONLY use: =DBRW( ... ) and =DBR( and that's it. True. Usually you have these parameters:

pSourceYear
pSourcePeriod
pSourceScenario
pSourceVersion
pTargetYear
pTargetPeriod
pTargetScenario
pTargetVersion

If data comes from a csv file, typically the first 4 parameters drop.
