There is a major caveat to HF. They are not tested to the same depth as FP's are. Therefore, they can actually break a working installation.

Is the admin running
Check your services file
Check your certificate path
Check a firewall
Check useSSL clients setting in admin and server config

a good test is to telnet to the port 5495 or 5498 and see if that works.

This issue seems to be caused by .exd files in the user profiles. I have been able to resolve it after removing these files

When you install TM1, the installation location for the system default version of the Tm1p.ini file is %ALLUSERSPROFILES%\Application Data\Applix\TM1\Tm1p.ini. Calls to the Oracle ODBC client can crash the server. I know it shouldn't but it does. It is due to SQLFetchScroll. You can change the way TM1 does it SQLFetchScroll by adding one of these two options to the tm1s.cfg file: UseSQLExtendedFetch=T or UseSQLFetch=T try this and let us know how it goes

Somethings I would try

1. Check taskmgr and see if you have any running tm1*.exe running
2. Turn debug on your tm1s-log.properties and see where the file contention is
3. Try MS System utils to see which process has the file locked.

There is a lot of configuration that happens in windows that may or may not impact a TM1 install. Stating that servers are the same is not always true. For example, you can have integrated login with a constrained delegation and in one system it could be working and on another machine that might not...

There could be several reasons. For example, EnableBulkLoadMode in your TI process locks out users.

If you haven't done so already, I think you might want to put logging on TM1top, tm1 processes, tm1 admin and tm1 server.
