This has been always an issue, even within a TI Process, there was no function to check if an element exists in a given subset, until the last Fix Pack ( 10.2.2 FP6 ), now there a new function to check for that

If you are using websheets you can apply Excel data Validation, which will work on TM1Web also.

You can't assign users to groups in TM1 if you're using IntegratedSecurityLogin = 5. That is not a correct statement. In security mode 5 it is possible to mix CAM and native TM1 groups. You should use the Excel HYPERLINK function in order to activate the Links

If I understant it correctly, your Payroll Dimension is your Measures dimension ( correct? ). Normally Measures dimension is the last dimension in the cube. I have done this with a Text Attribute Element_Type and in the TI that loads my measures dimension, I populate this attribute, but you can have a Rule to automatically maintain that attribute. Basically same this as lotsaram is proposing.

You can't assign users to groups in TM1 if you're using IntegratedSecurityLogin = 5.
The User to Group mapping should be done in Cognos BI or whatever namespace you use (i.e. third party LDAP )
After user connects to TM1, the TM1 }ClientGroups cube will be updated automatically for that specific user.
