I stumbled across a TI function called HierarchyElementSecurityPut which will allow me to populate the element security how I needed.

I'll take a look further Wim.
You would have thought IBM would have considered making this a bit easier than having to manually create TI's yourself especially when they are driving the user via GUI to create them in the first place.

Planning Analytics - Refresh Attribute Hierarchies
Hi, I'm just messing around with creating Attribute based hierarchies in PAw. From what I understand so far any changes in dimensional structure and/or changes in attribute values will not automatically refresh the attribute hierarchy. Is there a command that can be run via TI to do this? Thanks

Running TI's are single threaded, the MTQ setting is specifically for opening views.
There was mention of making TI's multithreaded at the IBM update I was at last year, not sure what the update currently is.

Is there away of returning an element parent from a subset source within a TI?
The dimension I am using has multiple hierarchies contained within in it, therefore the standard Elpar function returns the parent for the 1st hierarchy it comes across.

Do you believe this would work in a IBM cloud environment when the security mode is set to 5. I presume I would still be able to add TM1 groups to the model via that process as normal and assign those users.

Does the user have any other excel add-ins loaded? If so try disabling them all and then testing again. Uninstall the client and then try to open PM from the PMPSVC page, you should be prompted to install again.
